March 19, 2026

Roundabout Closure and Traffic Pattern Change on March 26, 2026.

Starting March 26, 2026, crews will close the roundabout at 14600 South and Noell Nelson Drive for utility work and realignment of the road. The area is expected to remain closed until the Fall. The project team will implement a new traffic pattern for this area. Motorists on Noell Nelson Drive (1000 West) will DIVERT to 14730 South. Motorists traveling westbound on 14600 South will DIVERT to Heritage Crest Way. The area west of Heritage Crest will be limited to local access only.  

For everyone’s safety, please reduce your speed when traveling through the area, especially residential neighborhoods and follow all posted traffic signs and detour routes. 

Detours

Motorists traveling north on Noell Nelson Dr will turn right on 14730 South then left on 855 West before turning eastbound at 14600 South. Motorists traveling west on 14600 South will use Heritage Crest Way and Freedom Point Way. See map for details.

Construction Update - Retaining Wall Progress

The 14600 South Railroad Underpass Project team is currently constructing a Keystone retaining wall to support the roadway and prevent future erosion. 

MAIN ACTIVITIES YOU MAY NOTICE OVER THE NEXT FEW MONTHS: 

Site Preparation and Excavation

  • Creating a solid foundation for retaining wall blocks by removing excess soil and leveling the area.
  • Process: This involves an excavator, trucks, loader, and skid steer to move soil. There will be some vibration from the machine's operation, similar to heavy yard work. Noise will mostly come from the engine and occasional beeps when backing up.
  • What to expect: Vibration; moderate equipment noise

Placing Retaining Wall Blocks

  • Crews will stack the Keystone concrete blocks to build the wall.
  • Process: The main sounds will be from the equipment moving blocks, engine noise, and safety beeps when the machine backs up or maneuvers.
  • What to Expect: equipment noise

Backfilling, Embankment and Soil Compaction

  • After placing blocks and adding backfill, the soil will be compacted to ensure it meets engineering requirements for safety and longevity.
  • Process: A vibratory roller compactor will be used. This machine generates noticeable vibrations, like a passing truck or heavy lawn roller, to properly settle the soil. Vibrations are controlled and focused on the work area. Noise will include the roller engine and beeps.
  • Duration: Estimated 1-2 hours per section
  • What to expect: Moderate vibration during compaction; equipment noise.

WHAT TO EXPECT THROUGHOUT CONSTRUCTION:

  • Work is scheduled from 7 AM – 5 PM to minimize disruption.
  • The crew prioritizes safety and will keep the site clean and contained.
  • Vibrations are monitored to stay within safe, typical construction levels—no risk to homes or structures based on standard practices.

PLAN AHEAD! 14600 South CLOSED through Winter 2026.

Crews permanently closed the 14600 South underpass between Spring View Farms and 1010 West to traffic and pedestrians. This closure is expected to be in effect through winter 2026 when the new alignment and underpass is opened to traffic. Map of Bluffdale with Detour Routes Highlighted

Plan ahead, expect delays, and leave early.

Detours: To access I-15 from the west side of the bridge, motorists can detour north on Redwood road, then enter Bangerter Highway eastbound. To access Redwood Road from the east side of the bridge, motorists can detour south on Porter Rockwell Boulevard.

YOU’RE INVITED! The next BIG THING in Bluffdale is right around the corner!

Bluffdale City is excited to host a One Lane Bridge Open House on Thursday, November 13, at Hidden Valley Middle School. 

Bluffdale residents and businesses will have an opportunity to learn about the project to realign 14600 South, replacing the current single-lane one-way rail underpass with two-way four-lane rail underpass that will include multi-use trails. Other community information booths will be on hand as well.

Come meet the team that will straighten out 14600 South once and for all!

March 20, 2024 Update

RL Wadsworth (RWL) has nearly completed the preliminary phase of the 14600 South Railroad Crossing Project. This is quite a step forward in the project that eventually will connect the 14600 South with four lanes under the railroad tracks. Soon the contractor will start backfilling the box around the sides. The top will become a rideable surface that will connect with the box that will be pushed under the railroad tracks. Next, RWL will place the clay liner that will connect the new box culvert to the existing canal. Once this operation is complete, the temporary traffic lights will be removed until the fall and normal traffic patterns can resume. 

During the summer months and into the fall, preparations will continue in the area. It is anticipated that during this time the construction work will not affect traffic in this area. 

The final stage of the project is scheduled to begin in Fall 2024 and to take 4 - 8 months. This operation will be more demanding and may cause longer delays and more disruptions to the traffic patterns. At times, the area may need to be closed on weekends to accommodate building the new road.

February 23, 2024 Update

The scope of this project is to build a four-lane arterial railroad underpass and eliminate the one-way “S” curve that connects east and west 14600 South under Union Pacific and UTA railroad tracks.   The project is quite complex because of the railroad crossing restrictions and the various utilities 14600 South crosses at this location.  This is a CMGC project, Ralph L Wadsworth and HDR are working together to with the City to complete the improvements.  The City is building the box culvert for the Salt Lake City and Jordan Canal, just west of the railroad lines that eventually will be the arterial road surface. Temporary traffic control signals will continue to be used and monitored by the contractor until the culvert is completed.

February 5, 2024 Update

The 14600S Railroad Crossing project is funded by the State and the City. This is a Construction Manager/General Contractor (CMGC) project; the City, together with HDR and Ralph Wadsworth teamed up to complete the design and construction of the railroad underpass. Thus far, a method for crossing the railroad tracks has been selected by the team and proposed to Union Pacific and UTA and approved. The team has completed the 30% design which has been submitted and barely approved by UP and UTA, so we are moving forward to complete and submit the 60% design. The Jordan and Salt Lake canal culvert is part of this project.

January 5, 2024 Update

Ralph Wadsworth is building a concrete box culvert for the Salt Lake City Canal just west of the railroad track, next to the 14600S South railroad underpass.

Construction begins Monday, January 8th, and is expected to last until the end of April. To facilitate construction of the box culvert,  the contractor will place barriers on 14600 S next to the canal which will narrow the road to one-lane traffic. The traffic flow will be controlled by a temporary traffic signal. We hope this change will not cause additional delays. The City will monitor traffic patterns to adjust the signal timing as needed to minimize inconveniences.

Fall 2022

The Bluffdale area is growing. To maintain quality of life and ease of transportation, the City of Bluffdale is exploring improvements for the one-lane bridge on 14600 South near 1000 West. Currently, 14600 South narrows into a single-lane one-way street under the railroad regulated by an alternating traffic signal. An Environmental Study (ES) is underway to understand the impacts of a potential project to the nearby area and seek options that ensure traffic flows efficiently for Bluffdale motorists. Copies of the ES will be available at Bluffdale City Hall and online on Nov. 15. Comments will be received through December 21, 2022.
